"What the hell's goin' on here?! Who is that?! Who is that?!" - Billy after Forrest mistakenly punched him, thinking that he was trying to hurt Jenny as Jenny only hit her head against Billy's car window while trying to make out with him.
Billy was Jenny's date while she is at the university. Forrest is waiting in the rain to see Jenny when Billy drives up with her in the car; they begin to kiss and Jenny accidently hits her head against the car window while trying to make out with Billy to which Forrest mistakenly believes Billy is hurting her, so he punches Billy, who angrily drives away and breaks up with Jenny. Jenny is initially mad at Forrest, but invites him in and they share an intimate encounter. Billy is played by Mark Matheisen.
